The nations of the world agreed years ago to try to limit global warming to a level they hoped would prove somewhat tolerable. But leading climate scientists warned on Tuesday that permitting a warming of that magnitude would actually be quite dangerous.

The likely consequences would include killer storms stronger than any in modern times, the disintegration of large parts of the polar ice sheets and a rise of the sea sufficient to begin drowning the world’s coastal cities before the end of this century, the scientists declared.

“We’re in danger of handing young people a situation that’s out of their control,” said James E. Hansen, the retired NASA climate scientist who led the new research. The findings were released Tuesday morning by a European science journal, Atmospheric Chemistry and Physics.

A draft version of the paper was released last year, and it provoked a roiling debate among climate scientists. The main conclusions have not changed, and that debate seems likely to be replayed in the coming weeks.

The basic claim of the paper is that by burning fossil fuels at a prodigious pace and pouring heat-trapping gases into the atmosphere, humanity is about to provoke an abrupt climate shift.

Specifically, the authors believe that fresh water pouring into the oceans from melting land ice will set off a feedback loop that will cause parts of the great ice sheets in Greenland and Antarctica to disintegrate rapidly.

That claim has intrigued some experts who say the paper may help explain puzzling episodes in Earth’s past when geological evidence suggests the climate underwent drastic shifts. Yet many other scientists are unconvinced by some of the specific assertions the authors are making.

“Some of the claims in this paper are indeed extraordinary,” said Michael E. Mann, a climate scientist at Pennsylvania State University. “They conflict with the mainstream understanding of climate change to the point where the standard of proof is quite high.”

Despite any reservations they might have about the new paper, virtually all climate scientists agree with Dr. Hansen’s group that society is not moving fast enough to reduce emissions of greenhouse gases, posing grave risks. An agreement reached late last year in Paris seeks to cut emissions, but it is not remotely ambitious enough to limit global warming to the degree Dr. Hansen regards as necessary.

Among Dr. Hansen’s colleagues, some of the discomfiture about the new paper stems from his dual roles as a publishing climate scientist and, in recent years, as a political activist. He has been arrested at rallies, and he has joined with a group of young people who sued the federal government over what they said was its failure to limit global warming.

Dr. Hansen argues that society is in such grave peril that he feels morally compelled to go beyond the normal role played by a scientist and to sound a clear warning.

That stance has made him a hero to college students fighting climate change, but some fellow scientists fear he has opened himself to the charge that he is skewing his scientific research for political purposes.

In 2009, nations agreed to try to limit the planetary warming to 3.6 degrees Fahrenheit, or 2 degrees Celsius, above the preindustrial level. The Earth has already warmed by about half that amount. The climate appears to be destabilizing, virtually all land ice on the planet has started to melt, and the oceans are rising at an accelerating pace.

The paper, written by Dr. Hansen and 18 other authors, dwells on the last time Earth warmed naturally, about 120,000 years ago, when the temperature reached a level estimated to have been only slightly higher than today. Large chunks of the polar ice disintegrated then, and scientists have established that the sea level rose 20 to 30 feet.

Climate scientists agree that humanity is about to cause an equal or greater rise in sea level, but they have tended to assume that such a large increase would take centuries, at least. The new paper argues that it could happen far more rapidly, with the worst case being several feet of sea-level rise over the next 50 years, followed by increases so precipitous that they would force humanity to beat a hasty retreat from the coasts.

“That would mean loss of all coastal cities, most of the world’s large cities and all their history,” Dr. Hansen said in a video statement that accompanied the new paper.

The paper identifies a specific mechanism that the scientists say they believe could help cause such an abrupt climate shift.

Their idea is that the initial melting of the great ice sheets will put a cap of relatively fresh water on the ocean surfaces near Antarctica and Greenland. That, they think, will slow or even shut down the system of ocean currents that redistributes heat around the planet and allows some of it to escape into space. Warmth will then accumulate in the deeper parts of the ocean, the scientists think, speeding the melting of parts of the ice sheets that sit below sea level.

In addition, a wider temperature difference between the tropics and the poles will encourage powerful storms, the researchers contend. The paper cites evidence, much of it contested, that immense storms happened during the warm period 120,000 years ago.

For instance, the paper says such storms might have thrown giant boulders onto coastal ridges in the Bahamas, though other experts think a tsunami might have been responsible.

The idea of a shutdown in the ocean circulation because of global warming was considered more than a decade ago, and while scientists concluded that a weakening of the currents was possible, they said a complete shutdown was unlikely to happen in this century.

That did not stop a distorted version of the idea from becoming the premise of the disaster movie “The Day After Tomorrow,” released in 2004.

The new paper may reopen that debate, requiring scientists to re-examine the idea with the more sophisticated computer models of the climate that are available today. It could take several years for the experts to come to a consensus, though.

Dr. Hansen spent decades heading NASA’s climate research unit in Manhattan, before retiring in 2013. He now heads a center created for him at Columbia University.

He gained fame in 1988 when he warned Congress that global warming had already begun. He was ahead of the scientific consensus at the time, but it became clear in retrospect that Earth had been in the midst of a period of rapid global warming at the time he testified.

Even scientists wary of the specific claims in the new paper point to Dr. Hansen’s history to argue that his ideas need to be taken seriously.

“I think we ignore James Hansen at our peril,” Dr. Mann said.

Global internet speed increases, India’s lowest in Asia-Pacific

The global average internet connection speed increased 23 percent to 5.6 Mbps in the quarter ended December 2015 compared to the same period of 2014, a report said on Wednesday.

The report “Fourth Quarter, 2015, State of the Internet Report” was released by Akamai Technologies Inc., a global leader in content delivery network services.

“From a global perspective, the average connection speed increased 8.6 percent quarter-over-quarter (QoQ) and 23 percent year-over-year (YoY) to 5.6 Mbps, while the global average peak connection speed increased 1 percent QoQ, and increased 21 percent YoY to 32.5 Mbps,” it said.

South Korea had the highest average connection speed in Asia-Pacifi­c region at 26.7 Mbps, while had the lowest at 2.8 Mbps.

“This quarter’s (October to December 2015) report shows great YoY growth in average connection speeds and overall broadband adoption,” said David Belson, editor of the report.

South Korea (95.3 Mbps) and Macao (83.1 Mbps) were the only countries/regions to post double-digit quarterly gains in average peak connection speed at 10 percent and 13 percent, respectively.

“This is particularly important as consumer expectations rise and many high-profile events, like the summer games in Rio, will be streamed this year.

“The progress we are seeing across our key metrics shows that, while there’s still work to be done, more parts of the world are increasingly able to support the delivery of broadcast-quality video content online,” he added.

The report also showed each of the top 10 countries/regions saw double-digit growth in 25 Mbps broadband adoption except Hong Kong, which posted a 9.8 percent change quarter-over-quarter. Norway and Denmark saw the greatest yearly gains, the report cited.

On a global basis, close to 70 percent of the countries/regions saw a QoQ increase in unique IPv4 address counts in the last three months of 2015, up 10 percent from the July-September period of 2015.

The report also pointed out that 43 countries/regions saw IPv4 address counts grow 10 percent or more in the quarter ended December 2015 while 13 saw counts decline 10 percent or more compared with the July-September quarter of 2015.

The report also showed Britain had the fastest average mobile connection speed at 26.8 Mbps with Spain in second place at 14 Mbps. Iran had the lowest average connection speed, at 1.3 Mbps, followed by Vietnam with an average connection speed of 1.8 Mbps.

The economic significance of the city is too important to ignore in the larger interests of the nation

The Chennai floods have left some important queries unanswered. They are: What are the chances of the disaster repeating? What are the geographical insights we derive? Could such big problems be solved properly? And, finally, what are the implications of the crisis on real estate?

Between 1901 and 2010, October-December accounted for 57 per cent of Chennai’s annual rainfall. Over these decades, population, vehicle count, infrastructure, temperature, and rainfall increased manifold.

So what is Chennai’s rainfall disaster formula? Two days’ rain between October and December should equal 38 per cent of annual rain even if spaced 15 days apart. The contribution of October-December rains has spiked to 63 per cent, 68 per cent, 74 per cent, 80 per cent and even 85 per cent of annual rain every three, four, 4½, 7¾ and 14¼ years, respectively.

Sadly, Chennai is severely deprived of drinking water despite frequent, heavy rain. Regretfully, its lake managers are attuned only to managing drinking water shortage. The Chembarambakkam lake authorities felt compelled to release water when its water tank became 86 per cent full. Included within this 86 per cent was 40 per cent silt. Had the tank been periodically de-silted water discharge could have been avoided.

Chennai’s estimated losses from the floods were 4.5 per cent of its GDP. In 2014-15 Tamil Nadu’s economy impressively grew 14.34 per cent by borrowing heavily. Now, it needs to borrow more to fix the flood’s after-effects.

Geographical insights

Since Chennai’s average height above sea level is 22 feet, any plot of land below that is probably low-lying. The height of the residence should always be higher than the height of the road. Avoid plots on lakes, river beds, lake banks or river banks. Chennai has three types of soil — sandy, clayey and rocky.

In terms of stormwater drainage sandy areas are technically, financially and operationally the simplest requiring mainly good wells. Clayey areas need only good tanks. Rocky localities require extremely costly and technically well-designed stormwater drains. Wells are the cheapest, tanks slightly costlier, drains the costliest. The worst rocky areas are located next to spoilt marshlands or flood plains (kazhiveli) and water bodies. The worst floods have occurred in such areas. Real estate’s biggest irony is that the most unsafe rocky areas are also the costliest!

The CMDA lists 12 per cent of areas (by number) as flood-prone. Which means around a fifth of Chennai’s residential areas are low-lying. Stormwater drains have lagged 40 years behind required capacity.

Chennai’s biggest source of drinking water (Chembarambakkam) and its biggest water drainage outlet which drains water into the sea (Adyar River) are geographically adjacent. This needs to be corrected. Rather than being one big Adyar river, could it be split into more tributaries for quicker drainage and easier cleaning? Adyar also suffers several illegal inlets for sewage drainage and storm water.

Have all the city’s lakes been battered by rain or mismanaged by civic authorities? No. There is no correlation between the size of the lake and the extent of flooding. Thaiyur lake (Kelambakkam) burst in 2005 when the rain was lesser, but not in 2015 when rains were heavier. Some lakes have been well managed while others have not.

Lakes whose base and banks were encroached upon created havoc. This time, the State’s second largest manmade lake at Madhuranthakam, which was was not encroached, did not pose problems.

Agricultural scientist MS Swaminathan once said Chennai could experience a sea level rise of 1 metre by 2020. This would make flooding many times worse than 2015. So, going forward, the government needs to quickly decide the new plinth level in constructions; how much depth piling should be done and what the elevation should be.

Economically important

Chennai is India’s fourth largest city by economy at 3 per cent of the country’s GDP and has 60 per cent of Tamil Nadu’s manufacturing within its 150-km radius. It’s India’s second largest cargo port, caters to 60 per cent of the country’s automotive exports, 30 per cent market share of India’s automobile industry, and 35 per cent market share of its auto components.

Chennai attracts 45 per cent of all overseas health tourists coming to India, around 35 per cent of domestic health tourists and issued the third largest number of visas on arrival in 2014. It is one of the four Indian cities connected globally by undersea fibre-optic cables, a landing point of major submarine telecommunication cable networks and hosts India’s second largest film industry.

Chennai is too big to fail; too important to be neglected. Corporates (especially and including IT sector) have recognised this and contributed hugely to relief funds and works, which are still on. It is both irony and a blessing to the Chennai-ite that such iconic corporates are located in flood-prone zones.

The 2015 rains have also cleaned portions of drainage systems (Adyar and Cooum) saving civic authorities years of time and tons of money! The rains in 2015 have left us with pains, gains, insights and a good future.

India’s Prime Minister Narendra Modi has launched in Paris an alliance of 121 sun-drenched countries, rich and poor, to dramatically boost the use of solar power. Modi, speaking on the sidelines of a 195-nation United Nations climate summit in Paris, said the Sun could help move the world to a safer path. “The vast majority of humanity is blessed with generous sunlight round the year. Yet many are also without any source of power,” Modi, father of the International Solar Alliance, told world leaders “We want to bring solar energy into our lives and homes by making it cheaper, more reliable and easier to connect to grid,” Modi added. “Today, when the energy sources of our industrial age have put our planet in peril, the world must turn to the Sun to power our future.”

Modi has argued that rich nations have no right to stop the poor from using fossil fuels such as coal and oil, which are blamed for warming the planet, to power their economic development. “We still need conventional energy — we need to make it clean, not impose an end to its use,” the Indian leader told the summit.

சென்னை மண்டலத்தில் கடந்த 2 மாத காலத்தில் பெய்துள்ள மழையின் அளவு, அயர்லாந்து, நார்வே, இங்கிலாந்து, ஸ்பெயின், வட கொரியா, தென் கொரியா உள்ளிட்ட பல நாடுகளின் ஆண்டு சராசரி மழைப் பொழிவை விட அதிகமாகும். அதுமட்டுமின்றி, இந்தியாவின் தேசிய சராசரியைவிடவும் 40 சதவீதம் அளவிற்கு அதிக மழைப் பொழிவை சென்னை மண்டலம் தற்போது சந்தித்துள்ளது.

இந்த ஆண்டு, தமிழகத்தின் 23 மாவட்டங்களில், ஆண்டு சராசரியைவிட, மழை அதிகமாக பதிவாகியுள்ளது. செயற்கைக்கோள் வரைபடத் தகவலின்படி, சென்னை மாநகரத்தில் மட்டும் சிறியதும், பெரியதுமான 7,633 தெருக்கள் வெள்ளத்தால் கடுமையாக சேதமடைந்துள்ளன. இந்த வெள்ள பாதிப்பால், கடந்த 3 நாட்களில் தமிழகத்தில் செல்போன் சேவையில் 50 சதவீதமும், தரைவழி தொலைபேசி இணைப்புகளில் 20 சதவீதமும் தடைபட்டிருந்தன. வெள்ள பாதிப்பால், தமிழகத்தில் இதுவரை 20 ஆயிரம் கோடி ரூபாய் அளவிற்கு இழப்பு ஏற்பட்டிருப்பதாக அசோசெம் தெரிவித்துள்ளது

தமிழகத்தின் பல மாவட்டங்களிலும் வழக்கத்திற்கு மாறாக அதிக அளவில் மழை பெய்திருப்பதாக சென்னை வானிலை ஆய்வு மையம் வெளியிட்டுள்ள தகவல் தெரிவிக்கிறது. டிசம்பர் முதல் வாரம் வரையிலான கால கட்டத்தில், காஞ்சிபுரம் மாவட்டத்தில் ஆண்டு சராசரியைவிட 215 சதவீதம் அதிகம் மழை பெய்துள்ளது. திருவள்ளூர் மாவட்டத்தில் 188 சதவீதமும், வேலூர் மாவட்டத்தில் 148 சதவீதமும், சென்னை மாவட்டத்தில் 129 சதவீதமும் கூடுதலாக மழை பதிவாகியுள்ளது.

இதேபோல், ஆண்டு சராசரியைவிட நெல்லை மாவட்டத்தில் 109 சதவீதமும், விழுப்புரம் மாவட்டத்தில் 105 சதவீதமும் அதிகமாக மழை பெய்துள்ளது. புதுச்சேரியில் ஆண்டு சராசரியைவிட 91 சதவீதமும், கடலூர் மாவட்டத்தில் 78 சதவீதமும் அதிகம் மழை பதிவாகியுள்ளதாக சென்னை வானிலை ஆய்வு மையம் தெரிவித்துள்ளது.
